You asked about how anime is made, so here is my armchair american opinion with little knowledge - yes a lot is still hand drawn by the major pro studios - I say hand drawn as in perhaps with pencil or traditional media or with wacom tablet "by hand" in the computer - but I believe alot of guys use illuststudio and retas studio both by Celsys (www.celsys.co.jp), the "Adobe" of Japanese manga/anime production - and they do cell tracing with a light table but it kinda depends on style and budget, but if you check out these two vids probably help
